James River waterfront on the Peninsula runs from Newport News' North End and Hilton Village past the Warwick River to Kingsmill, Jamestown and Governor's Land in James City County. The river is up to 5 miles wide and NOAA's mean tide range is roughly 2 feet, so exposure and dock depth matter more than tide swing.
The Peninsula's James River shore falls in two jurisdictions. In Newport News, it runs from the North End and Hilton Village past the James River Bridge to the Warwick River and its creeks. In James City County, it runs from Kingsmill past Jamestown to Governor's Land at the mouth of the Chickahominy. Each side has its own wetlands board, Bay Act rules and flood standards.
Adam Triplett, Vice President and Senior Partner at Garrett Realty Partners in Newport News, has been ranked the #1 individual agent by the Virginia Peninsula Association of REALTORS® every year since 2018. Waterfront property is one of his specialties.
The U.S. Army Corps of Engineers describes the James River federal navigation project as about 90 miles of river, "up to 5 miles wide at certain points," with a channel maintained at 25 feet. That is the ship channel, not the water at a private pier, which has to be measured at mean low water. The tide is modest:
| NOAA station | Location | Mean tide range | Great diurnal range |
|---|---|---|---|
| Sewells Point 8638610 | Hampton Roads, at the river's mouth | 2.43 ft | 2.76 ft |
| Fort Eustis 8638017 | James River off Fort Eustis | 2.19 ft | 2.52 ft |
| Kingsmill 8638424 | James River at Kingsmill | 2.26 ft | 2.63 ft |
| Jamestown 8637712 | James River at Jamestown | 1.93 ft | 2.24 ft |
Datums are for the 1983–2001 epoch. The water gets fresher upriver. The Virginia Institute of Marine Science (VIMS) classes the lower James as polyhaline. The middle James, from the James River Bridge to just south of Hog Island, is mesohaline, and the upper James in James City County is oligohaline. VIMS puts the lower segment's shoreline at 52% armored. On a river this wide, exposure and the condition of the shoreline structure usually matter more than tide range.

VIMS's 2014 shoreline inventories for Newport News and James City County counted docks along each river system:
| River system | Locality | Shoreline miles | Docks counted |
|---|---|---|---|
| James River | Newport News | 73 | 68 |
| Warwick River | Newport News | 60 | 104 |
| Deep Creek | Newport News | 11 | 45 |
| James River | James City County | 33 | 30 |
| Powhatan Creek | James City County | 18 | 97 |
| Chickahominy River | James City County | 190 | 219 |
Docks are far more common on the creeks than on the open James. A house facing the main river may have the view but no pier, so confirm a pier exists and is permitted before counting on one.
| Rule | Newport News | James City County |
|---|---|---|
| Bay Act coverage | Mapped Chesapeake Bay Preservation Areas; the RMA includes the 100-year floodplain | Entire county is a Chesapeake Bay Preservation Area |
| RPA buffer | 100 feet | 100 feet |
| Sheds, pools, detached garages in the RPA | Not approved administratively; formal exception through the Board of Zoning Appeals | Exception request to the Chesapeake Bay Board, with a water quality impact assessment |

| Freeboard above base flood elevation | 2 feet | 2 feet |
| FEMA CRS class and discount | Class 6, 20% | Class 5, 25% |
CRS classes are from Virginia DCR's Community Rating System list, updated June 2026. The 100-foot buffer comes from the state Bay Act regulations.
In Newport News, the city's RPA homeowner guide allows docks and piers in the RPA with the required permits, and trees can be pruned or removed for sight lines with city approval. In James City County, the Chesapeake Bay Board is made up of the Wetlands Board's members, and an October 14, 2025 rewrite of the county's Bay Act chapter (Ordinance 183A-13) added a resiliency assessment.
Piers, bulkheads, riprap and dredging go through one Joint Permit Application. Per VMRC's habitat page, it has been filed since September 1, 2025 through the Corps' Regulatory Request System, which routes it to the Corps, VMRC, DEQ and the local wetlands board. Va. Code § 28.2-104.1 makes living shorelines the default wherever the science shows they are suitable.
Newport News reports that over 3,600 acres of the city are in FEMA's Special Flood Hazard Area, and it flags tidal ("sunny-day") flooding in low-lying areas. On either side, pull the parcel's flood map panel from the FEMA Flood Map Service Center, ask for the elevation certificate and get an insurance quote before the inspection period ends. Virginia's disclosure statement leaves flood-zone research to the buyer. A seller who knows of repeated flood insurance claims on the home must disclose them under § 55.1-708.2. The mechanics are the same as in the Poquoson flood insurance guide.

Adam's closed-sales record, 2006 through July 2026, includes 198 sales with Newport News addresses, with a median of $225,000. Seven of those sold for $500,000 or more, and his top sale in the record, $1,110,000, has a Newport News address. His notable Newport News listing-side sales include homes on River Road ($975,000, 2025) and Gary Road ($790,000, 2023). Upriver, the record has 44 sales with Williamsburg or Toano addresses, 3 at $500,000 or more. See Adam's sold page and high-end homes.

Newport News' James River shoreline includes the North End, which Virginia's historic register describes as paralleling the river northwest of downtown, and Hilton Village, built on a tract along the James. River Road and Riverside Drive reach the shore. Farther up, the Warwick River and Deep Creek have more sheltered tidal water and, per a 2014 VIMS inventory, more docks than the open James.
NOAA's published datums for its Kingsmill station (8638424) show a mean tide range of 2.26 feet and a great diurnal range of 2.63 feet. Fort Eustis shows 2.19 feet and Jamestown 1.93 feet. Wind and storms can push water well beyond those averages, so have the depth at the end of a pier surveyed at mean low water.
Shoreline work like a pier, riprap or bulkhead starts with a Joint Permit Application. Since September 1, 2025, it is filed through the Army Corps of Engineers' Regulatory Request System. That system routes it to the Corps, VMRC, DEQ and the Newport News Wetlands Board. Virginia law makes living shorelines the default where they are suitable.
All of James City County is a Chesapeake Bay Preservation Area, and the Resource Protection Area includes a 100-foot buffer along tidal shores and wetlands. Accessory structures in the buffer that staff cannot approve administratively need an exception from the county's Chesapeake Bay Board, which holds a public hearing. A water quality impact assessment is required, so ask the county before planning on one.
Newport News Parks lists the Huntington Park ramp, by the James River Bridge on Mercury Boulevard, as open 24 hours. The Denbigh Park ramp on the Warwick River is open from sunrise to 10 p.m. Leeward Marina, at 7501 River Road, has 200 wet slips and fuel. Upriver, the James City County Marina on Powhatan Creek has a double-wide ramp open around the clock.
