Where is Seaford, and how did it get its name?

The state historical marker quoted in York County's comprehensive plan says settlement began in 1636, when John Chisman patented 600 acres on Crab Neck, "a peninsula bounded by Chisman Creek and Back Creek." A Crab Neck post office opened in 1889, and its name was changed to Seaford in 1910. The Virginia Department of Historic Resources has found a Seaford Historic District along Seaford Road eligible for the historic registers, and the Seaford Yacht Club is also on the state's inventory of historic resources.

Seaford Road is the spine of the community, with York Point Road, Shirley Road, Back Creek Road, Wildey Road and Presson Road running out toward the water. Goodwin Neck Road leads to Back Creek Park and to the separate Goodwin Neck area, locally called Dandy. Route 17 and the Grafton area are a few miles west.

Price context

York County reassesses every two years, with values effective January 1 of even years (Real Estate Assessment). On the 2026 assessment, the median detached home in 23696 is assessed at $456,200 (middle half about $354,000 to $580,000), and the median improved waterfront parcel at $592,400. The American Community Survey puts the median owner-estimated home value in ZIP 23696 at $427,100, with a wide margin of error because the ZIP is small. For waterfront homes, comparables should match water frontage, pier and depth, and elevation, not just square footage.

Is there an HOA in Seaford?

Seaford has no community-wide homeowners association. Whether a specific home is in an association depends on its subdivision's recorded documents, so check the deed and title work. If there is an association, Virginia's Resale Disclosure Act requires the seller to provide a resale certificate, and a buyer who receives it after ratification generally has three days to cancel.

Flood zones and the Chesapeake Bay Act in Seaford

Seaford has far more flood exposure than Tabb or Grafton. In county parcel data for 23696:

MeasureShare of residential parcels
Touches FEMA zone AE or VEAbout 68% (55 touch VE)
Touches a Resource Protection AreaAbout 51%
In hurricane evacuation zone A1,499 of 1,503

York County's current flood maps took effect January 16, 2015 (floodplain information). A Resource Protection Area includes a 100-foot vegetated buffer landward of tidal shores and wetlands, and work in it needs county review through Public Works (Bay Act page). A lot that touches a zone may have the house itself outside it, so check the specific property on the county map or the FEMA Flood Map Service Center. For how flood insurance works on the Peninsula, see the Poquoson flood zone guide, which applies to similar low-lying waterfront.

What to know when buying or selling in Seaford

  • Get the elevation certificate and a flood insurance quote before you commit, especially in AE or VE zones.
  • Check the water, not just the view: pier condition, depth at mean low water, any shoreline permits and the RPA buffer.
  • Confirm septic or sewer and well or public water for older homes.
  • Know your evacuation zone: nearly all of Seaford is in zone A.
  • For sellers: documents that answer buyers' water questions up front (elevation certificate, pier permits, insurance history, any repairs after storms) help a waterfront listing.
